Titanium dioxide, commonly known as titanium dioxide, as an important inorganic chemical pigment, is widely used in paint, automotive paint and other fields. In recent years, the overall dependence on the export of titanium dioxide in China has shown a gradual upward trend. From the point of view of export data, the export dependence of China's titanium dioxide in 2023 has been close to 40%.
The EU CN (Combined Nomenclature) codes of the products in question are ex 2823 00 00 and 3206 11 00 (TARIC codes 2823 00 00 10 and 2823 00 00 30). The dumping investigation period in this case is from October 1, 2022 to September 30, 2023, and the injury investigation period is from January 1, 2020 to the end of the dumping investigation period.
The announcement shall take effect from the day after the announcement, and the interested parties shall submit the hearing application within 5 natural days from the day after the announcement, and submit the case comments within 15 natural days.
On November 13, 2023, the European Commission launched an anti-dumping investigation into titanium dioxide originating in China. The provisional anti-dumping duty of up to 39.7% imposed on China's titanium dioxide enterprises has also caused widespread concern in the titanium dioxide industry.
